Review of Gambling Policy

We sought comments on our Gambling policy by 25 October 2024.  The Gambling Act 2003 requires Waverley Borough Council to have a Statement of Gambling Policy which must be reviewed at least every three years. The previous policy had been in place since January 2022.

The new Gamling Policy was published on 30 December 2024 and takes effect on 31 January 2025.  It will remain in place for a further three-year period, unless amended earlier.

Licensing Policy Review

We sought comments on a proposed revised statement of licensing policy by May 2023.

Section 5 of the Licensing Act 2003 requires a licensing authority to publish a statement of its licensing policy at least every 5 years. Our previous policy had been in place since 2018. Our revised statement of licensing policy came into effect on 1 August 2023. It sets out how we expect to exercise our powers under the Licensing Act 2003.

Taxi fares

In 2022 we consulted on, and updated, our Taxi fares. We based the review on the approach taken by Guildford Borough Council.

This takes an evidenced based approach and looks at a range of living costs including: average journey distances; fuel costs and inflation measures.

The Guildford methodology has been scrutinised and supported by the High Court as a result of the case of R (Rostron) v Guildford Borough Council [2017] EWHC 3141 (Admin).

Gambling Act 2005 Statement of Policy

In 2021 we consulted on, and updated, our Gambling Act 2005 Statement of Policy. We are required to consult and review the policy at least every three years.

The new policy came into effect on 31 January 2022.
