Accessing the OPENPortal

Is there any restriction on access to the OPENPortal?

The OPENPortal is only available from the UK and Ireland. Restricting the GeoLocation of visitors protects the site by reducing malicious traffic which would actively affect the site's performance.

If you are trying to get to the site from work and your company routes internet traffic through another country, you will not be able to access it.  You should try it outside your work network.
