With the announcement that the income threshold for eligibility for the Home Upgrade Grant has increased from £31,000 to £36,000, even more Waverley residents are now able to apply for free grants to make their homes more energy efficient.
The HUG2 funding, which is on a first-come, first-served basis, is being run by Action Surrey on behalf of Waverley Borough Council. Aimed at residents that are on a lower income and living in a hard to heat home that is not heated by gas, it provides funds that will improve the energy efficiency of your home including wall, loft and underfloor insulation and solar renewable technology. UPVC double glazed windows and doors may also be available depending on your property – please ask for more details from Action Surrey when getting in touch.
The changes come into effect on 2 April 2024 but Action Surrey strongly recommend getting in touch before then to lodge your interest.
Who is eligible?
If your home is not heated by gas you might be eligible for this grant. Anyone living in hard to heat homes and on lower incomes (up to £36,000 combined income) could receive up to £38,000 to fund measures that; improve a range of insulation including wall, loft and underfloor; install solar PV, solar thermal and air source heat pumps and ensure ventilation meets the industry standards.
Your property must have an EPC rating of D-G, the primary form of heating must not be mains gas and you will need to meet the financial eligibility criteria.
Funding is limited and will be on a first-come, first-serve basis.

Help for landlords
If you’re a private landlord, your tenant might be eligible for the funding. You can also check The Domestic Minimum Energy Efficiency Standard (MEES) Regulations Guidance for Landlords web page for details on updated requirements.
Councillor Steve Williams, Waverley Borough Council Portfolio Holder for Environment and Sustainability, said:
“With many people still struggling with the cost-of-living and higher fuel bills, the increase in the income threshold is great news for our residents. I would urge all those who might be in need of a helping hand, including those who previously applied for the funding but missed out because their combined household income was over the original amount, to contact Action Surrey and check if they are eligible for funding.”
